For a long time, the Hamer motion seemed to be becoming law. The motion would mean a curtailment of the flexibility of payroll organizations and the obligatory adherence to the client's collective labor agreement in various parts. However, the motion will not be implemented during the current cabinet term. Payrolling therefore remains unlimited and possible for you under the same favorable conditions.

Minimum youth wage
The maximum age for the minimum youth wage will be lowered from 23 to 22 years. The youth wage for the ages of 18 to 21 will be increased. After evaluation of these adjustments, the maximum age may be lowered to 21 years. The wage costs of younger employees or younger temporary workers are therefore rising for all organisations.

Seasonal work
In the Work and Security Act, the interruption duration between contract chains was extended from 3 to 6 months. For seasonal work, this is now reduced to 3 months. It is also being investigated whether this applies to temporary employment in seasonal work. That means more contract flexibility for organizations dealing with seasonal work.
Transition allowance after illness
As a client, you now pay a transition payment when your employee leaves employment after 2 years ill. There will be an arrangement that will compensate this compensation for you from the general unemployment fund. This compensation scheme may also have retroactive effect.
